Measure K

City of Stockton Ballot Measure Information for November 6, 2018 General Election

Measure K is a renewal of measures approved by Stockton city voters in 1990, 2000 and 2010 to meet Stockton's housing needs. It provides authorization to develop, construct, and/or acquire low-rent housing units within the city of Stockton. This measure extends that authorization for 20 years.

 

A low-rent housing project includes any living accommodations for persons of low-income, assisted by federal or state dollars, to provide decent, safe, uncrowded and sanitary housing that is affordable.

 

Article 34 of the California Constitution requires approval by a majority of the voters prior to development, construction or acquisition of any low-rent housing project. Projects that require authorization are those composed of dwellings for persons of low-income, financed in whole or in part by the federal government or a state public body or when certain types of assistance, such as labor or loan guarantees, are provided. This measure provides that authorization.

 

Measure K re-authorizes development, construction, acquisition or conversion of up to 500 units annually, within the city of Stockton, for low-income, elderly and/or handicapped persons, for an additional twenty years. The measure does not increase local taxes or authorize any specific development to occur.

Article XXXIV of the California Constitution requires approval by a majority of the voters prior to development, construction, or acquisition of any “low rent housing project.” In 1990, 2000 and 2010, the voters approved a nearly identical measure. “Low rent housing project” includes any living accommodations for persons of low income, assisted by federal or state dollars, to provide decent, safe, uncrowded, and sanitary housing which is affordable.

 

This measure, if approved by a majority of voters, re-authorizes development, construction, acquisition, or conversion of up to 500 units within the City for low income, elderly, and/or handicapped persons annually for an additional twenty years. Any units not allocated to a specific project are carried over to subsequent years. Assisted projects, whether sponsored by a governmental body or private housing provider, must secure an allocation of units from the annual authorization prior to development. Approval of this measure does not increase local taxes nor authorize any particular development project.
