Stockton Water System

The City’s Municipal Utilities Department provides water service to the residents and businesses in the North Stockton and South Stockton areas.  California Water Service (CalWater), a private company, is the provider for most of central Stockton.

Areas served by the City of Stockton Municipal Utilities Department are identified on Water Service Area Maps.  The water fee estimator will calculate your estimated fees if you are in the City’s service area.

For additional information about service providers for your address, please visit About Your Address.

If you are within the City’s Municipal Utilities Department Water Service Area and would like to start or stop water service, please contact Utility Billing Customer Service.

Water Supplies

Approximately 25% of the City’s water supply originates from groundwater wells with the remaining water supply from treated surface water supplied by the Stockton East Water District (SEWD).  More information on the SEWD can be found under External Links below.

Upon completion of the Delta Water Supply Project in 2012, the City’s Municipal Utilities Department will reduce the amount of water received from SEWD and reduce the amount of groundwater pumped each year, improving the City’s water supply reliability and protecting its groundwater resources.  More information on the Delta Water Supply Project, including construction updates, reports and permits can be found under External Links below.

Water Resources Planning

Urban Water Management Plans (UWMPs) are prepared by California's urban water suppliers to support their long-term resource planning and ensure that adequate water supplies are available to meet existing and future water demands. Every urban water supplier that either provides over 3,000 acre-feet of water annually or serves more than 3,000 or more connections is required to assess the reliability of its water sources over a 20-year planning horizon considering normal, dry, and multiple dry years. The Urban Water Management Planning Act requires the City of Stockton to prepare this plan every 5 years and submit to the Department of Water Resources.

Recycled Water

The 2010 Joint Water Recycling Facilities Planning Study is an effort between the City of Stockton and the City of Lodi to consider the feasibility of using Lodi’s treated wastewater as a recycled water source for the North Stockton area.  The use of non-potable water would extend the City’s water resources, address groundwater overdraft, and re-use water that would otherwise be disposed.

Water Conservation

Water conservation is important to protect our future.  The City’s comprehensive Water Conservation Program includes long-term planning; incentives; water-saving tips; residential, business and landscape conservation; school programs; and programs designed for resident and business customers.

Rates and Fees

Currently, the Municipal Utilities Department's residential and business customers pay a monthly water rate based on both a fixed charge (determined by meter size) and a consumption charge (determined by how much water is used each month).  In 2009, the Stockton City Council approved a four-year water rate increase as defined in the 2009 Water Rate and Financing Study.

Information on the fees associated with new water service and connections can be found in the Water Fee Estimator, or Permit Center.  The 2009 Surface Water Supply Fee Report provides more information on Delta Water Supply Project surface water fee.

Water Quality

The United States Environmental Protection Agency safeguards the quality of our water supply as established in the U.S. Safe Drinking Water Act of 1974, as amended.  In many cases, California's standards are more stringent than federal standards.  Your water supply meets all federal and state drinking water standards.  For more information on water quality, view the 2010 Water Quality Report or the 2010 Drinking Water Public Health Goals Report.

Projects

The Delta Water Supply Project is the City’s largest Capital Improvement Project designed to provide a new supplemental high quality water supply to the Stockton Metropolitan area.  Construction of a 30 million gallon per day water treatment plant, intake and pump station facility and associated pipelines is underway and will be completed in 2012.  For more information, visit the Delta Water Supply Project provided under External Links below.
